I agree that if you are indescriminately looting people with the express purpose of finding an antag, that is against the rules. Otherwise, in most cases, theft can be dealt with ICly.

It's weird that the roleplay rules already have this solved; act like security, and be held to their standards. There is a current design document for their redesign, but we fully intend on disabling them as they are now. If/When the document is implemented and merged, we can revisit enabling them in the future.
