Ideally paranoia comes with dying quickly. Lifeweb does it by having really meaty, juicy combat and very quick death. Here it's the opposite, we're flour bags of health that take a while to die. Make the revenant not be able to kill borgs with no possible way for the borg to stop it, flee, or do pretty much anything except sit there and die as their emp cooldown coincidences with any movement a borg can make.

That person probably does it all the time, Ive seen someone do it in the past as a warden(with someone faking a implant resist) and I've had to stop HoS's from executing them on the spot because they don't notice that he font is bigger and they emoted it.

The borg was just following the ai's orders, so you can't blame the borg.
And let's say for example a traitor killed 5 people then was killed after, the ai breaks no laws preventing his cloning like in this case even if you law 2 him, at least from a law standpoint as he will probably harm again.
