Either deadmin him or trialmin him. I would rather have admins doing round ruining "events" rather than spawning items to gain a personal advantage.

He doesn't need to confirm access with anyone, and unless he's giving the clown all access every round it's not an actionable happening. He is currently completely free to do whatever he wants with that console unless it results in something so game-breakingly bad it invokes Rule 1. Eg. giving ever...
