Atlanta ned only has read access to the main db, not write access.
Admins can flag a book for deletion in the library interface, but that only adds it to a list. No actual changes can be made atm.
To answer your question: eventually, yes. There's just a lot of stuff that needs to be done first.

It's perfectly fine for them to develop the codebase in private. They are mentioning hosting public servers with it soon, which is where AGPL requires open source. I have nothing against the developers personally. I just don't want to have other people get ideas that it's fine to ignore the license ...
