Standard borg zipties

What do you think about the zipties that Standard module borgs come equipped with? They're pretty nice for killing people, but I feel that the combination of flash+cuffs+welder just turns the module into validborg 9000.

wish you could disable it in APCs without needing access I'll open a PR later today where anyone can toggle it by alt+clicking the APC (as long as alt+click isn't already used by something else). That way players don't have to wait for the interface to render and I don't have to touch TGUI, win-win...
