You could borrow an idea from chem and make it a temporary bonus. For example; an extract you refine into a drink/injection that gives you the xeno tackle ability, but only twice. It would be neat if it didn't require a ghost under nominal situations. Like, it's a special egg that spawns braindead/simple intelligence xenos, and then you expose the mobs to a gas that causes them to replicate or whatever to promote harvesting and too much gas mutates them into gaining sentience.

Currently, admins can manually set the expiration date of notes, and we should keep that functionality. Cutting AI wires on doors doesn't prevent the AI from using them; there's just a long delay with a bunch of flufftext about hacking the airlock the first time an AI clicks on a door with the wire cut.

We should replace the voice function of the sec gas mask with a function that, when enabled, will read out the most recent security record of the next person you point at. This would have the added benefit of further encouraging sec to do proper record keeping.

Double edit: Make it so a malf AI who is created by the traitor final objective is considered a team antagonist with the traitor who created them so they aren't allowed to just murder that traitor instantly. The voice selection UI could be a bit nicer, as is you have to scroll down the whole list each time to pick the next when you're sampling them.

From an entirely policy-only direction, I'd vote for making force-change skeletons a minor team antag (possibly ruling against grand sabotage and boning with policy text). This would be somewhat consistant with how we treat force-changed spiders, slimes, and syndi-borgs.
