They decide policy and rules text
Post policy notices to admins to try and bring some consistency to admin rulings. (if you think this isn't working, instead consider how much worse it would be if they weren't doing this)
Handle permission book keeping stuff on discord, the game servers, and the forums.
Control policy and gameplay related configs on the server.
Advise on gameplay or policy disruptive Pull Requests
Promote admin trainers and prune staff rolls...
Voting procedure
Enter the game when the poll is running to vote:
You get a list of candidates randomly sorted and you re-sort them by dragging and dropping until you are happy with the order (higher on the list indicates you prefer this person more than someone lower) and then you hit submit.
Then when tallied the site eliminates the candidate with the lowest number of first pick votes, re-assigning all of their votes to that voter's second pick, and it does this in a loop until only one remains.
Thanks to some work by Atlanta-Ned we can now have a visualisation of the play time of each candidate, both a breakdown of minutes and time spent observing as well as connection count
If a candidate (and only a candidate) reports a low effort post, like say, a spray of posts by a notorious forum poster then I'll delete them, or if possible edit the post to ensure only substantive comments remain.
Each candidate has the right to choose who they will reply to and they don't have to reply to meme posts cluttering up their thread.
If I end up deleting a lot of your posts I'll put you on post approval for these two forums.

I just want to make this absolutely clear since people seem to be in some confusion and are asking headmins code related questions.
The repository is entirely run separately from the server, Headmins have no more power than others, however, in all cases a maintainer will listen to their opinion and grant it more weight than a normal player.
You'd be better to ask how they intend to work more closely with the maintainers than how they intend to actually change code.
