Problem Description: What is the problem?
Cerestation's prison cells can be opened by anyone, including cuffed, IDless prisoners.

What did you expect to happen: Why do you think this is a bug?
Doors to only be accessed by security.

What happened instead: How is what happened different from what you expected?
They fucking open for everyone.

Why is this bad/What are the consequences: Why do you think this is an important issue?
Because I broke out and killed a security officer. I mean, it was good for me, but if I was playing Security, I'd be calling to ban Cere.
Actually, ban Cere, this is terrible.
Also a taser completely refused to fire for no visible reason and got me killed, that was probably also Cerestation's fault.

Steps to reproduce the problem: The most important section. Review everything you did leading up to causing the issue.
Ban Cerestation or fix the cell access.

Yeah I actually had a PR to fix the prison cells but since I don't know how to resolve merge conflicts I just dropped it.
