Even if it's titanium instead of plexiglass wouldn't it need to be much thinner to be light enough to be usable, and to fit into a bad when folded?

Material difference should probably be both an armor rating and HP difference. I'd say in this case it should have a bit better armor, but equal or worse hp since even though it's metal, it's thinner metal and articulated.

if memory serves, teleshields were originally HoS-only, hence why they are stronger. also i have an incredibly strong suspicion that steelpoint added it so that would also explain some things.

i havent read up at all but having passive immunity to 50% of all things that hit you is bad design. it should be reworked into a more reliable active item that you have to raise, maybe make it directional and add a slowdown/obscured vision for raising the shield. it'd fit a good niche of being very good for holding tight corridors and door entrances (or even wide ones with multiple officers)

at the current moment, there's no reason to not hold a shield, not a very interesting game element when it's a no brainer that anyone with any sense will take.

Another option for the teleshield is to have it not instantly open. maybe make it take a couple seconds.
