People are not spending time interacting with the station because randomly generated ruins are more enciting for the player than climbing up a content tree with no goal or reward for doing so.
It's mental barrier to entry is negligible, since you can grab a hardsuit and fuck off to space to enjoy the peace and quiet necessary to get into these departments.
The chance of being mauled to death by an antag is null, and nobody is there to rage at you for not doing your job.
It's consequence free exploration, instead of the EVE-esque job which loses all value once you understand how it works.

Yes, that is literally offstation content

The announcement seems to imply otherwise so I want to be sure since there's been disagreements about this on discord. Unless I'm misunderstanding the wording here:

We will not carry code or content outside of the station unless it's burden is very small and minimal, that means lavaland ruins, space ruins and away missions.
