re enabling all station projects availability

i think this is just a loss of content as some of them are interesting and have situational uses (meteor shield during quiet rounds) or if sec wants to use bsa he has to roll 33% chance, on top of round not being aids, the pr that restricted the availability of these crates to only one should be reverted
