Leave the Head of personnel in charge of techwebs

Think about it
RnD is hardly a job since it's just clicking a few buttons on a computer
The HoP is already the sit in office and click a few buttons on the computer guy
The HoP is the least biased person on the station in terms of research. He has some minor bias towards mining but less so because the quartermaster exists. no technology benefits him directly.
He has a good grasp of what departments have what going on as he keeps track of every access change
There is already a console on the bridge that allows research.

balance-wise this is a pretty fine idea, but it'd be pretty hard to justify why the HoP is the one in charge of what new and cutting edge technology does and does not get researched.
