Spawn 2+ Nightmares when server population is greater than 60

With how dynamic currently works we get a ghost role spawn around 30ish minutes and it is typical a low impact antagonist like a revenant or nightmare. Why not spawning more than one dude (who will probably get btfo in five minutes)?

this is one solution but we definitely need dynamic to scale better with pop size because 8 antags on lowpop is chaos and 8 antags on highpop is a greenshift

Agreed, I don't really have a comprehensive suggestion to fix dynamic but at the time of writing a 85 pop orange shift had 20 ghosts fighting over a single nightmare spawn.
