They cost less than a minibomb and do the same job but have the added bonus of being cheaper AND a pizza, its not good.

Yes. They're minibombs that you have to do a little extra work to trigger, are an instant gib, and cost 2tc less.

You can also just set them to a 1 second fuse which pretty much just instantly gibs anyone opening them.

Unsurprisingly, this means that a lot of players just don't open any pizza boxes anymore. Poor pizza.

It calls back to old parsting, where nobody went within 3 tiles of a person if they could help it.
Except with pizza.

It's like when sticky went through that irritating phase where he'd put signallers on C4 and lob it at you for the instant-detonate KO (probbably a crit now with lowered armor values) that left you on a space tile. All the time.

I tried to nerf these once and got shot down by the entire repository.

They aren't a budget minibomb, they are a minibomb for 2TC less, they wreck just as hard.

Didn't we stop c4 gibbing because it was too easy?

I think it was because parapen+C4 was literally instand death for 4tc. At least with the minibomb you can only do it 3 times at most and it isn't guaranteed if you haven't knocked them down into crit already.
