Mapping Question

For simulating a weather effect for a z-level (snow/rainfall), how would you go about doing this? I know the effect is possible because I've seen it before on other maps but I don't know how to go around doing it. I'm only looking for the visual effect, no sound.

I'd overlay a rain/snow image over the screen like the white fading screen when you are crit or mind breaker. You'd have to track which areas are "outside", use the Entered()/Exited() proc to apply or remove the overlay and have some sort of way of controlling weather.
