This PR changes the boozepwr of many drinks.
It's as of yet untested, but it does make many of the drinks less potent so you can drink more without stumbling all over yourself.
This thread is to discuss the exact values of different drinks, so if you see any values here which you disagree with, speak up.

Stuttering is awful, replace with slurring.
