[RE-POLL] Nerfing / Removal of Hostile Lockdown.

Simply put, many have complained that this ability is OP. In response, I am ready to either nerf or remove it entirely.
The following nerfs I would make are:
EDIT: Revised nerf below!
- Airlocks are no longer shocked
- Cost doubled to 40 CPU time.
- Bolted airlocks will have their bolt light status unchanged (The lights will be on unless turned off beforehand)
- Opening/Closing code optimized to reduce lag potential.
- Fire doors are now closed without activating the alarm, making them much less annoying.
- Short cooldown introduced for performance reasons.
The results of the previous poll here I am posting this edit to the nerf because the results of the post hosted here are in conflict with those of usednapkin's poll, as well as a close result between the 'No change' and 'Nerf' options
