Which department is suitable for powergaming?

Science: powerful anomaly equipment, mechs, bombs and xenobio
weakness: anyone with a circuit imprinted can hijack your research efforts.

medical: chem bombs, syringe guns and healing supplies
weakness: lacking and poor offensive combat choices.

engineering: can hijack research with imprinter, tools useful for breaking and entering, powerful atmos gas mixes for flamethrower and utility

security: roundstart access to guns, armor and stuns
weakness: everybody hates sec and often team up to kill you, your loot makes you an enticing target

service: bartender shotgun, load with darts or improvised shells, botany fuckery, cqc, slips
weakness:you are very weak early game, and do not fare well in 30 minute rounds

decide which department is best

I’m gonna go medbay assuming that cargo keeps mining, emp grenades are intimidating as all hell and nearly impossible to prepare for.

historically speaking its easily always been tied between cargo & security. cargo (the department) would often turn into literally every single department all at once using their copious private space and lack of responsibilities, while still having unique cargo benefits such as guns and whatnot. security just has guns immediately with no effort and an obligation to kick ass.
security's powergaming comes from their immediate equipment and their license to kick ass and chew bubblegum. there's nothing that stomps antags quite as hard as a security team that is all hopped up on redtext lust roaming maintenance in pairs...

edit: i should say science ends up on top if you give them like an hour of time and infinite materials, but that's not really realistic so i wouldn't consider it "the best" at powergaming, just because it has the highest potential.
