[Help] Space station 13 lag/rubberbanding

So, this only started to happen once I moved onto my smaller laptop after my computer stopped working. I couldn't find the correct forum so I posted here, but feel free to move this if there is a better place for this. My laptop's specs are:

Processor: AMD A6-6310 APU with AMD Radeon R4 graphics 1.80 GHz
RAM: 4.00 GB
System: 64-bit Windows 10
Storage: 500 GB, only about half is actually used.

It cannot be my internet since this is the exact same Internet that I use from my desktop computer, plugged with the exact same ethernet cable. I tried to use CCleaner to no avail. The only way I can fully describe the problem is that: every few frames I will get stuck a little bit for like half a second and then the text will rubberband forward. I can still play the game but any sort of combat is out of the question with this lag. Whenever I try to run in the hallways, I am slower than everyone and I cannot change direction without a 2 second delay. I can't imagine that space station 13 can't run on my laptop, but I can imagine that all the stuff going on might stress out the processor too much (though not this badly). Still, any help or fix would be appreciated.

Tested it on Yog station, getting less lag but still some.

Tested it again and I'm still having similar problems today. I don't think it's due to lag. This has gone on for 3 days in a row. It only seems to happen whenever I'm around like highly populated areas or areas where a lot of stuff is happening. It can't be that my computer can't handle it, can it?

possibly your internet connection? you can run Spessmans on basically anything

I have had more lag and rubber banding lately too and to just an atrocious extent I am honestly considering cutting my humble part of the funding for the server because I can barely move down a hallway without a spike. Tgui also doesn't help.

Actually been getting better performance on colonial marines maybe in part to them doing less atmos stuff but I honestly am having less trouble trying to play a byond death match than aimlessly wandering hallways as an assistant.
