It's the servers themselves, probably from Denial of Service. That's what the assumption is at least.

It's not really just people on the East coast it effects too, there's a lot of people in Europe that play on American servers, you'd be screwing them over too. On East coast, in general, it's closer to more people.

Oh so this is why I lag out like crazy on Basil and Sybil now? I was so confused since I started playing not too long ago and then from one moment to the next it got so bad.
