AKA pretty much goon cargo
Instead of buying big crates and only using 1/8 of the items in the crate, you just order from a catalog and it all ships in one crate (unless it's locked stuff which would go into a different create that would be locked). Also crates would have no value (no more round start cargo grind), admins could add their own stuff for gimmicks, the shipping manifest would be worth a damn, and special shipping offers!
