Apparently it was an issue for a while whether it constituted ERP, but after I reassigned someone's gender as the HoS, I believe for assault, I was banned. After some shenanigans they unbanned me and just removed gender reassignment altogether.

This is the definitive answer. It was an issue for a while, and then some dude complained that I did it to him and as compromise they removed it.
