Public logs

I've made runtime logs public for anybody to download. All ips (based on a regex) are replaced with -censored- but it's otherwise been left alone.

It will update about every hour at 3010 after and will not show runtimes for a round if another round hadn't started after it on the most recent file (to avoid meta since some runtimes can indicate somebody is a tator or round type.)
