What a lot of people have been doing is reporting the thread after it's been resolved. That seems to work well enough.

BAN REQUESTS SUBFORUM SPECIAL RULE NOTICE INFORMATION
If a ban request goes for two (2) full months without any admin attention, it'll be locked and moved to the resolved archives. That's way more than is needed, but hey.
