It was probably number 4, they know it's going to sell anyway so why bother? Almost every big game series degenerates into that after a few sequels.

There're two possibilities here:

1) People saw the work she was making and knew it was shit and didn't think to do anything about it (or couldn't) because she was a woman and they didn't want some kind of PR fiasco to come out. The "we NEED to have a woman do this" philosophy. Someone saw it, saw it was shit, but didn't say anything about it.

2) People just don't know what the fuck they're doing. People saw this internally and thought it was good. Nobody around had the talent or critical capacity to see this and think "Hey, something isn't right with this." People saw it, but because they're also shit heads or lack talent, didn't recognize it as bad.

Either way it's really fucking bad, but the causes are completely different. Honestly, it would be better for Bioware if it was the former. They could just sack this one fool, and maybe fire whoever hired her and the people responsible for overseeing this shit and move on. Make good games again.

If it's the latter than the whole enterprise is just a ship of fools and there's really no fixing that.

You're missing 2 possibilities:

3) Something went wrong, that wasn't immediately obvious, and it was too late to fix it without delaying the game's release. For example, perhaps they used a new facial animation skeleton that they eventually figured out would not produce what they wanted. But, by the time they came to the realization, it was too late to do anything about it without delaying the release. No "we can't have someone else do it for PR reasons", no "We think this is good", but you still get a shitty game.

4) Insufficient resourcing. Would not shock me to learn that a corporation did not distribute sufficient resources to produce quality content for a sequel to a known cash cow.

EDIT: You're splitting hairs here. #3 could fall under either my first or second options for why this got fucked. In your example either nobody had the experience to tell this new hire not to take risks on a new animation rig, nobody recognized she was doing bad work with it, or people just didn't want to correct her.

Scenario #4 falls under my alternative plan that everyone is a fucking idiot. But it's kind of a stupid assumption to make anyway given that this is an EA game and they put five years of work into making it. I don't think it's a budget problem, but likely the talent problem. Evidence has surfaced that this animator wasn't qualified for their position. Unless by insufficient resources you mean they couldn't afford to hire someone who actually knew what they were doing?

For reference Mass Effect three was only in development for about 2 years and a little change, with an estimated budget of $40 million. Pointing to a time/resources crunch as a possible failing when Andromeda had twice as much time in production seems wrong.

Bioware games are not a cashcow. They don't make that much money compared to annualized titles like battlefield or FIFA.

From what I understand EA keeps Bioware around mostly for the brand strength and the typically high metascores they produce. Bioware makes EA look good by producing "award-winning quality games".

Theres a whole mountain of reasons why the animantions ended up as they are. It's not something you could pinpoint one thing that's responsible. Dryn has the right idea, though.

That said, EA has stated they won't ban you if you use a VPN to unlock the game early, only if you buy it from another region where it's cheaper. If you use a South Korea or Hong Kong VPN you can play early tomorrow morning.
