She's not top-tier. Neither is Elphelt. This is a crime against character design.

I'm told Elphelt was pretty bonkers at first but she got nerfed. Something about her corner traps being unspeakably evil. Not sure.

Some people put up some interesting efforts with both characters at EVO but got dunkeroo'd by the legions of Zato players.

I like Millia's redesign and Johnny is still swag as fuck so at least they're up there but goddammit shotgun wedding and DAT ASS need to be higher tiered.

from what i understand the game is balanced pretty fucking well and tier lists really don't mean a fucking thing outside tournaments (Even then they don't mean that much. There's tourney potemkins ffs)

Maybe if they've rebalanced it since then but EVO was literally like a million billion Zato's crushing just about everyone and a Millia, Johnny, or Ky struggling to survive.

I know they've done a couple balance patches since EVO. I was watching some recent tournament footage and saw a couple Leos and Potemkins, even though they're both considered pretty low tier.
Zato is always numero uno on the tier lists but he's not unstoppable. There's bad matchups for sure but you really can't go wrong with any character.
