The codebase has no control over how configs are set, it's an admin policy question

You could just remove the thing (colored jumpsuits) code-side.

IIRC it was done in the past to bypass config options, the fact that it's not being done now means that coders approve of this change.

Oddly enough i added it as a config after a coder (paprika) tried to shoehorn the change in as a unconfigable thing.

Bagil has it to balance out the pops and help security as well as cut down on grey tide. sybil and terry are still grey tide.

In general I'll always be looking for ways to tweak the config to help balance out populations.

Nothing like reverting back to the servers trying to divide themselves. Meanwhile expecting the admins to police the communities all evenly.

Without me doing that we would have killed off bagil two years ago when it was peaking at 12 players while sybil had 100s.

There will always be an imbalance, but without some amount of nudging it would just keep getting worse until one server has all the pop and one has none.

Anywho, I'd re-enable catgirls on sybil but I want terry to get a fairer shake of things and it already has cat girls enabled.

why did we bother to add the softcaps/hardcaps if you'll never use them

I do use them.

All servers have a 90 pop hard cap and a 120 pop extreme cap. It is just one of the many configs I use to nudge the player distribution to a less imbalanced position.

I think he means that he's trying to give Terry a stable player base. Cat ears provide a little bit of incentive for some extra people to play on it. If they were enabled on Sybil some of the people who joined for cat ears might switch back and lower Terry's population a little bit.
