Reenabling secborgs

With
https://github.com/tgstation/tgstation/pull/40132 being nearly merged.
I think its time to reevaluate the strength of secborgs. This is a huge nerf and balance secborgs out.
Discuss.

just because theyre being nerfed doesnt mean they need a separate buff to compensate

It's a nerf brought from an "oversight" not a rebalance.
