I don't see how they're comparable other than being out of mode and obnoxious. The first case can actually be vocalized and understood as stupid sounding words. The second is literally just using different symbols to write out words but doing so in a needlessly esoteric way. One treats what is said as sound and the other treats what is said as text.

people have been roleplaying characters with accents for a long time, as obnoxious as it is a speech inflection or talking as thought you're retarded is fair game. It doesn't compare to emoticons and typed netspeak.
