Couldn't you have found a better appeal to cite? That one's a really bad place to start given that the person banned had issues figuring out "don't handle bans on discord" and "I before E except after C"
In any case, I'm not aware of any case where the policy has changed. If you're wolf-crying rape or making allusions to raping somebody or something you'll probably get yelled at for being stupid, creepy or both. Citing rulings from headmin election threads is novel anyway.
