The ability to cast spells isn't unique to any species. If the wizard used their magic mirror to change species to a non-human they would not be human. If they didn't you could just go against the spirit of Asimov and let the captain change your laws to specify the wizard isn't human.

If they are a human wizard they are human
But if they change species with the mirror or anything else they are no longer human

I really struggle to answer this without brashly insulting you. Why make this thread? The answer is obviously "because they are human". The whole lawset isn't about things that are good for the crew or anybody really, it's just about entities being human or not. Have you never spent even a minute thinking about this?
