Human NPCs and silicon policy

Okay so, in silicon policy, it's stated that "NPCs / critters / animals" are not human, BUT, some NPCs, such as clowns, or cat surgeons, or even the nukies NPC in the space ruins are quite definitly human.
Problem is, they don't fall under any category* mentionned in the silicon policy therefor they SHOULD be considered non-human by silicons according to the policy.
Maybe modifying silicon policy accordingly would be wise ?

*EDIT: Any category that would make them human to silicons

human-looking simplemobs (like those bluespace syndies that explode into gibs) aren't counted as humans for AI purposes, mostly for gameplay reasons

I mean, the difference between monkeyman and NPCs was more blatant when monkeyman didn't have an AI and were kind of braindead

I always saw it as catatonic people are braindead. Thus, as a silicon you basically treat braindead people like corpses, maybe with slight variations in how you RP the situation.

As for mobile simplemobs, I think it's more fun to treat them as human. Could you imagine the chaos a clown bomb could cause if the AI was obligated to protect the clown horde under law 1?

The funny version of thought can technically be done right now since locking down an entire part of the station to prevent them from dying, resulting in the formation of Clowntopia or something shit? That counts as protecting real humans (players) from harm.

Now if they were actually obliged to protect simplemobs under law two? That wouldn't happen. What would instead is that all of sec gets locked down, making the round a complete shitshow as the AI loopholes his way into griefing as many people as he can get away with despite it being literal (hostile) npcs they're protecting.

the reason they arent called out explicitly is because the intention was to call them out as NPCs, which are covered already.

It would be a massive pain for AIs who are trying to play in accordance to laws/rules.
