Lower the serverpop limits

We have a lot of dead servers. Forcing pop to be /70 max will make multiple servers active at all times

We don't have any dead servers other than MAYBE Campbell, if you think it would be better for that to be a higher pop (though the current playerbase there would of course disagree)

Bagil actives around 20, to 40 pop on good hours :( That's not necessarily worth forcing people over to fix, if Bagil players really wanted active rounds they're able to go to Sybil.

lowpop servers cost us nothing, and are for overflow, arbitrarily reducing the player limit on other servers without good reasons (relating SOLEY to performance and memory issues) is an incredibly pointless and stupid idea.

I use bagil being lowpop to preform tests that require a lot of cpu time. Also yeah I don't think lowpop is inherently bad, variety is fine.

Yeah, it would be a good idea to spread the population more evenly over all servers during highpop instead of having some servers that are always lowpop. You can use this to see the population statistics of the servers for the past week, too.
