small rules change suggestion

i wasn't sure if this should go here or the wiki subforum so move it if it's wrong. i am referring to this https://tgstation13.org/wiki/Rules

First thing: Rule 2-4 and 4-2 are the same, they both say the same thing about atmos techs not stopping the AI etc.

Second thing: I was trialminning today and a player asked me if saying things like "lol" or "omg" IC would actually result in a ban or not. This is in fact a rule we have, and probably should be added to the rules page to clarify. Maybe also mention not doing things like copy pasting game logs into IC. (RuleBreaker McAssistant says, "Engieborg292 prods Captain with the stun arm!")

I don't agree with rule 2 and 4 being the same, one is about metacomming(or using info you got as a ghost, for example) and the other about what an antag can do. The part about atmos tech is repeating, not sure why, it might have been moved around and someone forgot to delete from the other part.
The "lol", "omg" falls under rule 3, don't "ooc in ic", maybe we could put something in precedents to be a bit more clear in netspeak, emoticons, etc.

It's not about rules 2 and 4, I believe.
It's possibly about predecents 2.4 and 4.2, but I don't see that much relation, either.

They were just repeating, now it is only showing up in rule 2 precedents(which makes more sense than being in rule 4 precedents).

Generally we categorise netspeak, emoticons, links, logs, etc as OOC in IC-but it could use clearer phrasing.
