This is pretty cancerous. HoP's these days tend to remove all other jobs open for sign-up and switch them all to sec. This ends up with sec being looted to nothing as people are forced to join as sec, go get free shit from sec, then abandon the job entirely. It's basically making security public access with all the braindeads that pop up because of it.

Also prevents late join antags.

Edit: It's likely the cap on Assistants causing this. FIX THIS!

If we didn't have the stupidity of asscap we could have sec who made the antag roll come in as assistants.

As far as late joining sec officers being under equipped goes something like having late joining officers start with most of their equipment like a taser, baton, and a pair of zip ties in their backpack. Might even discourage people from opening up dozens of security slots for the sake of griefing since it just means they'd basically have an army chasing them down

I know they start with a taser and cuffs and flash, I don't recall them starting with a belt or baton

I think the scaling config option might just be too high (it was bumped up a couple months ago), you naturally get 10+ officer slots in high pop rounds.

This is why I suggested having an antag roll happen even if it's a security latejoin, then pick some random living player and activate that fucker like a sleeper agent.

Remove asscap and then just have officers who roll antag turn into assistants. Less messy, asscap's a mess.
