Not impeccably happy about his handling of a frankly garbage AI.
I, as the captain, approached the upload and asked the AI to be let in since it had turned off ID scan. The AI refused, for no reason whatsoever. (If you lack at least one element of probable cause and you deny upload access, you are liable to receive a warning or a silicon ban.) No action was taken because the AI claimed to be 'confused' about a simple situation of a captain asking to be let into the upload he should have access to.

makes me think i should just start breaking rules and saying i was 'confused' when bwoinked

Generally, our positions as administrators primarily tends to lean towards dungeon masters. When it comes down to it, our ideal way of handling the situation is to not have to punish anyone assuming they haven't repeated it before or doing so would be fair. While I can't speak for the specific situation, since it could be lacking details and logs as well as context, I can say that it seems like you're just upset that someone who inconvenienced you didn't get punished.
Are you being the neighbour Mr. Rogers would've wanted you to be?

Well, considering it was near roudnstart and nothing was going on, and the fact that this lead to like 30 minutes of fucking around, including the deaths of me, the hop, and another person, when the ai wasn't even rogue and just allowed us to die to which I didn't ahelp that part because one of the others who had died also ahelped the situation, not really just miffed about inconvenience. Miffed a person who is either a really bad ai or a shitter got away with it.

As I recall the situation you asked to be let in, then told the AI you were going to cause human harm if they diedn't open the upload when they didn't respond. I considered that probable cause to refuse you access under Silicon Protections rule 6:

Any silicon under Asimov can deny orders to allow access to the upload at any time under Law 1 given probable cause to believe that human harm is the intent of the person giving the order (Referred to for the remainder of 2.1.6 simply as "probable cause").

Seeing as 6.4:
You are obligated to disallow an individual you know to be harmful (Head of Security who just executed someone, etc.) from accessing your upload

and

Asimov & Human Harm 4:
Intent to cause immediate harm can be considered immediate harm.

This wasn't a matter of me not investigating or not taking action, but instead as I interpreted the situation the AI was entirely within the rules of the game to do what they did.

I understand that this didn't work out in your favour and I'm sorry that your round was ruined during your attempt to assault the AI core but I felt that no OOC action needed to be taken to punish the AI in this case.

You gave them 14 seconds between your first request to open ("fix it" referring to the upload being locked) and saying you're going to murder someone if they don't open it. I didn't consider this an unreasonable amount of time for the AI to have delayed, as they may have missed the message, or been typing a response, or have been dealing with a different situation, or been looking up the rules or something like that.

I considered you saying you would "kill the nearest person" probable cause to believe that human harm was your intent.

They should get back into adminning. They are consistently a joy to discuss things with and I think they're one of the friendliest GMs I've spoken to. Would love to see them adminning actively so I can expand on this feedback.
