Manuel's Extreme Pop Cap has been reduced by 10 back down to 70

A quick word about how tinkering with popcap has gone for Manuel during this term.

It's been bad. Raising the popcap exponentially increased the number of tickets. Large population that is conducive to RP seems to be achievable through whitelist, but that's absolutely not how we do it around here and in my opinion isn't how we should be doing things anyway. I thought that an increase to the extreme cap would be fine, it's only ghosts, what's the worst that could happen? It was enough to draw in popchasers and degrade the quality of rounds.

Maybe MRP can support a bigger cap in the future, for now I don't think it can. If the extreme popcap is chafing I suggest you get a BYOND membership, it lets you bypass the extreme pop cap.

Reopening roundstart suicide role command positions (and the report) is now turned on, because none of us can remember why it was turned off.

Nutimov has been removed from the weighted list for the experimental AI lawset station trait, we bonk players for explicitly validhunty lawsets FNR, it shouldn't be in the config

After viewtopic.php?p=662249#p662249 and the resultant policy thread, The Luxury Shuttle (_maps/shuttles/emergency_luxury.dmm) has been disabled in the config. Here's a snippet from that post:
- If you want the shuttle back as-is, it should be locked behind an emag. (would be even nicer if emag-locked shuttles were a config itself so I wouldn't have to remove it fully)
- If the shuttle were to be reworked (strongly supportive of this), it should remain in the general shuttle purchase catalog.

Of course, future headmin terms can think otherwise and re-enable it at will. It would be appreciated if they reach out to maptainers/maintainers regarding this should that come up- but it's ultimately whatever since it's your ship.
Some ideas for reworking the shuttle are in that post, and scattered in several places throughout mapping channels.

Now that https://github.com/tgstation/tgstation/pull/72940 has been merged which fulfills the bare minimum requirement (emag-locking it), as well as introducing some novel new things that make it more than just "I want to be protected from all harm", I will be re-enabling it in the configuration.

As part of this change:
We generated the shared jobconfig.toml config file. This was modified to set Cyborg Spawn Positions to 2 and the relevant entry was uncommented.
We deleted the old jobs.txt config files on all servers. We have now fully moved to jobconfig.toml for job overrides.
We set the LOAD_JOBS_FROM_TXT flag in config.txt to take advantage of the jobconfig.toml changes.

The round start lobby timer has been increased from 120 to 150.

We've enabled the ability for players to request music implemented in https://github.com/tgstation/tgstation/pull/74170.
We've enabled logging of these requests.
We've set the whitelist of allowed request sites to only accept requests from YouTube, Soundcloud and Bandcamp.

People can sometimes hate new maps because they are new and scary, or because they would rather vote away from the map then report the bugs it has so they can be fixed. RTV was often used for this purpose. "Oh the new map i don't have the layout of memorized finally got voted? time to rtv back to cp_2fortdust ".

I'm gonna likely re-create my old system of weighted random. where your vote just chose the random odds for the map pick. Maybe also have the current map have like a 10% down weight for every round it was played in the last 5 rounds, so metadustfort station can't dominate the map pool.

Roundstart borg slots have been reverted to codebase defaults.

As of the time of writing, that means a change from the old config value of 2 to the new codebase default value of 3.
