Enabled exp based job locking (currently used account age tracking)

This is enabled in addition to the account age requirement, but the account age requirement was changed to use byond account age (rather then basing it off of when the player first joined /tg/), so players from other servers aren't likely to notice, but it adds an addition protection against new/ban evading players in borg/ai/security roles.

Heads are locked to 5 hours of playtime in that department.

There are other requirements under the exp system, but that one was the only one configurable.

I'm redoing the config system to allow for a sync'ed "shared" config as well as a per-server unsynced config.

In the course of that I'm rebuilding the config files from the github defaults, changing them based on what the other servers had and discussion with headmins. Some things may have been reverted back to default because they slipped by, such cases are accidental.

Any config entries in a server's config that were not listed in the github's config were left out.

There have been some intentional changes to the config as well:

  • Antag reputation system has been enabled. Players who roll antag will be at a reduced weighting for antag rolling slowly increasing back to normal over 5 to 15 rounds, depending on what jobs the player plays. (The more important that job is to round progression, the quicker the return back to normal)
  • HUMANS_NEED_SURNAMES has been enabled. This appends a random surname to mononames. It remains to be seen if this applies to the human mob type or the human species.
  • Mid round antag was set to disable after 30 minutes into the round, this has been reverted to the repo default of 60.
  • Minimap generation is enabled since that crash was fixed byond.
  • Some miscellaneous performance values were tweaked, don't remember which.

AI multicamera mode has now been enabled at roundstart.
It will run for a trial period of one month.

Assimilation/Hivemind has been added to the rotation at a low %.

Re-enabled the Space Zoo ruin which was disabled due to a long fixed bug.

Also enabled some picture logging stuff that may or may not affect players (???)

Felinids have been disabled as a roundstart race on Sybil.

Felinids were re-enabled on Sybil after the results of the vote showed that felinids had indeed won, and when it was agreed upon that a second vote would take place.
AI multicams will stay enabled in the config, per the successful conclusion of its one-month trial.

Starting on December 2nd, we've increased the value on RUN_DELAY by 0.05 every 4 days until we a RUN_DELAY of 1.5. The run delay when we started this was at a value of 1.

Near-death experience, the feature that allows you to hear deadchat chatter when in near-death critical condition, has been disabled from the config.

Continuity (round does not end on death of antags) and mulligan (round generates new antags once all have died) have been enabled for the Hiveminds gamemode.

Megafauna VR Training Simulator has been enabled as an away mission (this effectively means it's a VR mission only, as the Gateway is currently disabled).

AI custom law length has been limited to 256 characters, down from 1024.

In an effort to deal with the lag on terry until it can be upgraded i have made the following changes:

Terry has been taken off the hub.
Tweak the population the mc's high pop mode triggers at to 40 players, down from 65.
Fixed the ordering of two words in the server's name.

Panic bunker lifted on all servers, so all new players should be able to join the new servers now.
Some population caps have been put in place:
Bagil: 90
Sybil: 70 - This is to protect Sybil's medium population culture.
Terry: 50 - This is for hardware reasons until Terry gets a dedicated box.
Event Hall: 120 - This server will remain the main newbie training ground.

antag and security scaling has been tweaked:

TRAITOR_SCALING_COEFF 5 -> 7

CHANGELING_SCALING_COEFF 7 -> 8

SECURITY_SCALING_COEFF 6 -> 5


Note, higher numbers mean less of them. The formula is Population / Coeff or in otherwise you can think of it in per-player terms, for example: security went from 1 officer for every 6 crew members to 1 officer for every 5 crew members.

Security rarely hits their cap, but on high pop I wanted to increase the amount of officers since those rounds tend to become chaotic, even on extended.

Put terry on the hub.
Increased manuel extremepopcap from 50 to 60.
Lowered probability of families across servers from 6 to 5, and lowered it from 6 to 3 on Manuel.
