Dynamic config changes

This is the log for dynamic config changes, stuff like threat, weight, etc.
Some changes may not be logged (or logged after some time) as they are experimental and need testing and secrecy before being public.

heretics now cannot spawn more than one of themselves. heretic smuggler unchanged

heretic can still only roll once, but will continue making multiple heretics in that one roll. also its weight is decreased
