Is image uploading working on the wiki?

I've got a 28kB png (attached) that I'm trying to upload as Researchbasics.png on the wiki's Guide to Research and Development to try to illustrate a bit of the tech tree. When I try to upload the file from the page I get from the file's redlink (https://tgstation13.org/wiki//index.php ... basics.png) I get a blank page after selecting the file and clicking "upload." I've tried FF and Chrome to see if it's some issue with my browser, but they both fail the same way.
