Why is this happening? It used to never happen, but now I'm getting it several times a day. I've heard others talking about getting it. Are the forums dying or something?

i have also noticed this recently, the cooldowns may have been increased
edit: i was informed the cooldown/message is load based, so when the forum is under heavier load it may happen more often!
