Fixed registrations and ReCaptcha upgrade

So as some of you know, forum registrations would sometimes randomly fail bitching about being unable to open sockets. retrying would eventually work.

This was an error in phpbb's default recaptcha implementation, mixed with an issue with the webserver where ipv6 was disabled but not properly showing as disabled, so it would attempt to connect over ipv6 then fail. (I'd enable it but then people's forum ips wouldn't match their game ip, and this would cause other issues, since byond doesn't support ipv6)

While I was balls deep in phpbb's recaptcha code, I upgraded it to use the new 2.0 api (the one with the checkbox that 4chan uses), and enabled noscript support.

mso i think this latest update might have busted the flux capacitor, our procs are all running overtime and the command prompt is flooding with hyper-tri-runtime errors
