The person that merged a PR cannot close a PR reverting their merge.

Generally good practise, otherwise it's an admin answering his own ahelps.

no for the simple fact that only a few maintainers actually do tracker cleanup

If you disagree with a maintainers merge appeal to Cheridan, we shouldn't be encouraging revert wars between maintainers.
