I can't tell you how many times it would've been useful to have this. Every contributer should have it. It would make finding bugs a lot easier. Are there really any reasons not to?

i do see your point, but as long as you just make sure that the person who gets it has contributed at least a few PRs, there shouldn't be much of an issue. After all, it's easy to see if someone is abusing it

Can't you just like, test your pr locally first?
Also viewing variables is not under +DEBUG.
+DEBUG is stuff like mapping verbs and sqdl2 queries. As well as editing some more dangerous vars.

I could probably win a bet on how quickly doing this would backfire! If you need to test something as a contributor, bug an admin to give you temporary permissions! Only maintainers have earned (most of them, anyway) the trust to not destroy the server faster than Kev and HBL at the same time.

If you need temp coder rank for a testmerge (and it's a feature that can't feasibly be tested offline solo) just ask the headmins
