Suggestion: Limit contributors to 1-2 non-fix PRs open

With how stretched the maintainers can get and the volume of work they have to look over, it seems worthwhile to enact a limit on the number of PRs any contributor can have open which aren't fixes, which will help smooth out the workload of maintainers, moderate the pace of changes so that a flurry of changes aren't made before the implication of each can be properly observed in a live enviroment and also help towards certain ancient PRs either getting finished or getting closed.

Also it'll probably make Armhulen sad at some point and I think we can all get behind that.

iirc this was already proposed but didn't go anywhere? it's not a terrible idea imo but i don't follow github stuff that much

also i don't spam prs at all, this would change nothing for me. right now i have one feature pr open and nothing else

i'm just unhappy because that's what you WANT
