How passive gate works?

Sometimes I do SM setup with 1 passive gate under SM crystal + 8 scrubbers and instead of filtering in useful gasses I filter out useless. Filters have bypass pipe so the entire cooling ring is one big pipe. The question is, how exactly calculation done? I assume that it is tick based and all devices calculated each tick. So when all of my 8 scrubbers push gas inside the system all my filters work with the entirety of the pushed air but:

1. At what point it gets leaked back via passive gate? After the filters computed or before?
2. Wiki says that it is caped at 4500 kPa transfer rate but given how good it is at spreading fusion flood it looks like there is no cap, am I wrong?
3. I assume passive gate will start to work like a scrubber if room pressure is higher than the pressure of the pipe that passive gate connected to?

Its a passive vent, not gate. That may have caused some wiki confusion.

1: depends where it is in the processing queue. There is no consistent answer to this, but you can try hooking it up last to put it at the bottom.
2: It has no pressure limit, it equalizes the pressure outside and inside the pipeline. Even pumps/vents with pressure limits only check the pressure before moving gas, which means that they will always get at least one tick of gas out before the limit applies.
3: If you can make the internal pressure lower than external, the passive vent will effectively suck in gas. Combined with a volume pump or ten, it makes for an effective high pressure gas purger, but is a bit lacking at lower pressures.
