there really isn’t a sanctioned process for code bounties so I’m not sure where people got the notion someone cannot set the terms to be paid on merge versus on code creating. You should make sure you both know the expectation of the other party’s before taking the time to do them.
That is not the same as paying for a merge to maintainers which is not very poggers!!!

No one's saying he can't it's just shit not to pay based on the work involved and instead whether it gets past the maintainers

the work is as simple as a revert or a small bugfix the effort is dodging oranges
