Paid code [200USD] - new voting type, better voting ui

So it's quite apparent that our voting system in game isn't quite perfect for running a proper election.

I'm stumping up a prize for 200USD to the person who can implement the following items

1) A STV style voting system where candidates are ranked in order from 1-N and that data is stored in the database in a form we can work with
2) A better UI for voting in polls (tgui)
3) A better / new admin interface for editing and creating polls (tgui)

The reason this is so high is our poll system is quite complex and will need significant work, don't be fooled by how difficult this undertaking will be. You will need a workable knowledge of SQL and how to write solid interfaces in JS and html via the tgui framework.

edit: if people wanted to work on this as a team to combine their skills, as long as they posted in the thread about how they wanted the money split, I'd be happy with that as well.

Ideally this would be done through paypal as that's the easiest way to send money, amazon vouchers are also an option, and if pushed I could probably sort out some other specific payment method (pm me if you have one)

Also yes you don't have to keep the existing poll system, you can throw it out and rework it if necessary, on the condition that all the current voting types are kept.

Well it would be nice to have it before the player election, but that might not be possible for this election set.

So mid march, earlier if possible, but I'm flexible on the timelines.

Is the purpose here to update the voting system or to entice someone to learn MySQL and TGUI?

If it's the former, I'll do it. Quite happy to do this for $200.
If it's the latter, I'll offer assistance to anyone who wishes to learn the technologies.
