This is not true. I was Roman, the CMO and acting captain on round start. I was also a round start traitor. I don't have the logs or numbers handy, but the first ~hour of the ~3 hour shift consisted of me and three (3) other active crewmembers. I kept the station running and people alive. ShockShard logged in during this extremely lowpop dead time. For the next hour or so, his skeleton character talked to me on the radio and I brought him out of the permabrig where he was trapped and gave him a security ID and gear. We interacted and roleplayed with several of the other crewmembers during this time. It was my understanding, as one of the few crew, that this was fun. The skeleton character slowly accumulated heretic items while roleplaying with me. We did not lay a finger on an active crewmember until shortly before I called the shuttle. The people that ended up dead for more than 10 minutes included the nonantag(?) chef who attacked us first (after several verbal warnings to not interfere/leave) with a good portion of the looted armoury on his person. I was directly involved in every antagonistic action of ShockShard before the shuttle was called. I killed the chef. I participated in sacrificing the security officer. I brought down the assistant in the bridge before they were sacrificed.
I take some responsibility for the end of this round. I knew the skeleton character was the admin by intuition/deduction. In retrospect, I should have taken a more lead role in the antagonistic actions that we were doing. It was my intention to call the shuttle ASAP once we began hurting people, which ShockShard agreed with IC and advised me to do. This was somewhere around 2-3 hours into the shift where nothing interesting was happening. As a party to this round, I would have appreciated any sort of admin fuckery that many hours into a dead shift. Instead, ShockShard put effort into roleplaying out a character for us. I cannot comment on the validity of the admin tools used to do this, but I can say that ShockShard was putting his time into administrating a lowpop round and attempted to give it some life. He was the only admin during this entire round that I could see.

it's a low pop round there's a reason why it says prioritize, it's quite possible there were no ghosts available who were not afk or wanted to be involved.
people these rules are to stop admins spawning themselves in as a traitor and murdering the entire station, not to stop people actually trying to make an enjoyable event that spices up a round for the players online.
A complaint from a non involved person that can't concretely point to specific evidence of someone, or somebody actually being upset over the events of the round in question is exactly why people joke about events on manuel causing needless admin complaints.

unless someone actually in the round shows up this complaint should be considered non actionable and OP should be reprimanded for making people waste time looking up logs on this.

The part I was focusing on was this:
If you are killing or otherwise acting as an antag as an event character yourself, think twice.
While this might just be my personal interpretation, to me this reads "If you're spawning yourself as the main driving force of an event, you should have a good reason for it".
Something else to consider, events don't need ghosts. There was already a traitor, why not run an event with them? Or run an event that uses mobs, etc.

As kieth has mentioned, we were already investigating this prior to the complaint.
There are a number of issues here that get to the core of administrative conduct that are more important than how much of an event this was.
The first is an admin spawning in via admin tools to interact with the shift, getting antag via dynamic RNG, then TC trading themselves. Is it acceptable to keep the antag they got when they inserted themselves into the shift via admin tools and spawned items in? Is self TC trading acceptable?
The second discussion point is around being adminned while in a sensitive role or role key to round progression. Is it common sense to not admin while an antag, or is it acceptable to admin while an antag?
The third is in spawning in any items after they committed to being an antag, as well as checking antagonists multiple times. Does this fall under the conduct guidelines on cheating? Or was this all just a an """event"""?
The fourth is them using their antag status to actually kill players themselves, when they entered the shift via admin tools, spawned items for themself, were adminned and occasionally checking antags and with a significant body count on a lowpop shift. In the hypothetical possibility that none of the above matters and this is all ruled one big """event""" then this could still be both a breach of server rules and a breach event running conduct by effectively playing an antag you created.
On the face of it, the barrier for complaint worthy conduct has been passed and the complaint will remain open while we continue discussions.

Another thing I'd like to mention, isn't naming yourself "Unknown" also not the best move? It's probably not what they intended but the unknown title is an in-game mechanic. Normal players can't name themselves unknown, even with an agent ID.
Auto-deadmin is mostly for the admin's convenience (and to serve as a hint on best practices). Sometimes metainfo would come in via admin alert messages to chat before admins could get a chance to deadmin after unexpectedly rolling captain or ai. admins are allowed to bypass it and face the consequences and the pop was low enough that the headmins aren't really looking too hard at the re-admin part of this. (but as a reminder for all admins, if they had not re-admined, they would not have had access to the tools that got them in this mess, this is the 'face the consequences part')
Byond that, some corrections to the op:
They spawned themselves into the round via admin tools into the prisoner station? perma? and gave themselves a sec radio seemingly to rp with the acting caption.
They then got midround traitor normally on the very next dynamic roll, because nobody on manuel fucking picks antags so it had like 5 rolls worth of threat to hand out. (as an aside, this will be changed to only pick from people on the manifest (which you'll notice, they were missing from, because the game didn't spawn them in as a crew member))
Then they traded themselves(!) to heretic. a ruleset that requires some degree of murderbone so it does not roll on alive player counts below 12. There was 8 (!!) at the time this happened.
The rest of the op seemed correct.

Shockshard didn't enter the shift as a player (including through returning to the lobby and latejoining as a player).
Shockshard observed, checked antagonists, then admin spawned into the shift, setting their equipment to Prisoner and spawning a sec headset and various food items.
Their explanation for spawning in as a prisoner was an RP gimmick; they explained they spawned in as a skeleton and wanted to RP as a very old prisoner.
Their explanation for the food items was setting up the biogen with some biomass.

Dynamic then gave Shockshard progtot.
Dynamic choosing admin spawned mobs for antag roles is an oversight that is/has been patched.
Due to the method of entry into the shift, it also meant that ShockShard was eligible for antag roles despite being a prisoner, a role ordinarily protected from this.
Shockshard proceeded to self-trade their progtot to heretic and remained adminned.
There is some confusion here and conflicting statements from MSO, senior admins and Shockshard themself.
MSO's line of thinking would suggest it's not a conduct breach to admin as an antag, quote as recently as March this year:

Some senior admins think it very much is a conduct breach. I fall into this camp for patently obvious reasons - you're almost guaranteed to be generating ahelps you shouldn't be handling, even more so on MRP where antags don't have the broad freedoms of Server Rule 4 to do whatever they like so admin-antags can't even rule validity on their own ahelps. Plus on lowpop admins can administratively note murderboning even on LRP.
Some senior admins think it very much isn't a conduct breach because we didn't specifically mention antags in playminning/admin conduct. Or just agree in deference to MSO.
Shockshard claims they were told during their trial they could admin and play on lowpop. This is not something in dispute and is allowed, but whether it would override various rulings to deadmin when playing sensitive or round-defining roles is not agreed within the admin team.

And multiple additional instances of checking antags, plus what I'm hazarding a guess at is and admin-name-change, as this log message is only invoked from /mob/proc/fully_replace_character_name(). The proc, quote, "... will update a mob's name, real_name, mind.name, GLOB.manifest records, pda, id and traitor text" - which isn't something players can ordinarily do to themselves. More interaction with someone they know is an antag.

Don't cheat. Do not use admin powers for your own benefit. Don't use your powers to abuse other players.
You're expected to de-admin while playing a sensitive role like security, the Captain, or the AI. You get to avoid the barrage of metainfo, and we can avoid player suspicions of admins cheating (Yes, we've had this real issue before).
If you need someone to fill a role in-game, such as an event character or someone who is AFK, prioritize players over admins. We're here to create fun for them, not for ourselves. If you are killing or otherwise acting as an antag as an event character yourself, think twice.
We're fine with the status quo, don't admin and play round critical roles like security, deadmin if you end up getting involved in a sticky situation like an escalation fight.

As stated before this was brought to our attention privately but also entered the public sphere of things. So we'll need to address it here as well.
We take issue with how this played out. From the self-antag trade, to spawning items to enable that antag, to micro-managing their kill count through the antag panel.
For the record Shockshard was forthcoming about playminning while in the antag state and those things could have reasonable ambiguity for some depending on the state of things. However not being directly forthcoming about these other events that took place gave us very serious pause. This is all regardless of the things that could have some ambiguity here.
We don't feel that this played out like an event in the long run, and while there may have been an intention to spur the round along and create an interesting moment with an event BEFORE getting antag, what came NEXT can't be the sort of thing we condone. It was no longer an event. This was not playminning. It turned into the use of admin powers for personal benefit and in was short: cheating.
Shockshard has made the choice not to participate in this thread and has taken time away from TG while this was sorted out (and potentially take a break after, although we do hope they make the choice to return) but acknowledges that their poor judgement in this case wasn't something to be considered acceptable.
Had they been more forthright and open about the full picture here we may have been more willing to consider alternatives, however as it stands we are upholding this complaint and moving forwards with a deadmining for Shockshard.
