A geneticist is merely someone who studies genes. You're trying to argue that a chemist isn't the same as a scientist here. They are, you can just call them by their speciality.

Is a geneticist capable of giving a genetically female human embryo a penis? Why yes, they are. Will this genetically female embryo stop being female? Why yes it will. There is no way to give a penis without Y chromosome being present. To broadly specify that geneticist should just "splice the dick gene into the X chromosome" is wildly naive. It completely forgoes the fact that ALL genes in the Y chromosome are expressed alongside the fact it's crucial for all of these genes to be expressed so that the homeobox genes can actually develop the pee pee or what have you. Of course I could just forego all this shit and just tell you that to develop a penis you need the SRY gene which is in charge of the formation of the testes so unfortunately you will never get a naturally feminine no balls penis.

While no balls penis isn't happening off genetics alone there is a lot of interesting examples related to this.
It is possible due to improper genetic recombination during meiosis to have the SRY gene spliced into the X chromosome in the sperm leading to XX males or de la Chapelle syndrome. However unlike poor sexually confused Deitus thinks they usually just live as males since they develop to look like them, infertile ones but they do have a penis.

While it hasn't degenerated much in the last 30 million years the Y chromosome has lost the majority of its genes over time. The Y chromosome is vulnerable to genetic drift due to being singleton and some rodent species have already replaced it with moving some sex genes and differentiating by other systems like XO to XX, both being XO or XX and so forth. It is rare to get a new fertile gender but it can happen, the ruff sandpiper this year were found to have 3 genetically distinct male genders vying for females:, straight man dominant, follower males who don't dominate but help dance with the former and the dastardly female mimic. Yes I am aware male birds are ZZ expression of non dominant offspring is 50% because it is a dominant gene passed on on the Z chromosome.

Humans will never evolve again in any significant way in my opinion. We have reached a point where we are not required to adapt to our surroundings, we merely adapt our surroundings to ourselves. Evolution in terms of humanity is an archaic process, it's very much a case of intelligent design but instead of a god designing the world we design it ourselves, even more so in the future as biotechnology evolves.

Take the example of an Y chromosome being changed to something else entirely in a newborn. This neo-homosapien is not treated as that but instead as a degeneration of the actual human species. Animals do not know that the baby they just popped out will turn into an entirely new species, whilst we have the capacity to do so and shun that entity away.

There's two types of genders: Biological genders are determined by the sex determining genes. Simple as that. You also have sociological genders. That's more about self identification and less about the biological constants.

There are still some selection pressures but they are subtle. Like differing immune system genes still smell attractive apparently and in places without proper hygiene and medical care there is still intense selection pressure for good immune systems because without those things human civilisation actually aids the spread of plagues due to proximity.

One thing for certain our brains have been shrinking for 5000 years or so.
